Tema Oil Refinery (TOR) Managing Director Edmond Kombat was recently honoured for his outstanding public sector leadership at the 10th Ghana CEOs Summit held at the Kempinski Hotel in Accra. The award specifically recognized his exceptional leadership, strategic vision, and unwavering commitment to operational excellence and transformation at TOR, significantly contributing to Ghana’s petroleum and energy sector.
Context of the Recognition
The prestigious award was presented by the Ghana CEOs Network, in collaboration with prominent institutions including the University of Ghana, Ernst & Young, Deloitte, the Ghana Investment Promotion Centre, Margins Group, Media General, and the Multimedia Group. This recognition highlights Mr. Kombat’s impact within a year of assuming leadership at the state-owned refinery.
Revitalizing TOR’s Operations
Mr. Kombat’s award coincides with a critical operational milestone for TOR. The refinery recently received a substantial shipment of approximately one million barrels of Bonga crude oil aboard the MT Cap Felix in Tema. This acquisition was made from Shell and facilitated through TOR’s tolling partner, Fujairah/Triangle Commodities Trading (TCT).
This crude oil delivery is a key component of broader initiatives aimed at revitalizing the refinery’s operations. The goal is to ensure a consistent and reliable supply of petroleum products to meet the demands of the Ghanaian market.
Leadership Background and Expertise
Edmond Kombat, a lawyer and seasoned private entrepreneur with significant experience in the Energy and Agribusiness sectors, took the helm at TOR approximately a year ago. He is credited with bringing a results-oriented approach and driving excellence at the refinery, which had faced considerable challenges.
His academic credentials include a Master of Public Administration from the Harvard Kennedy School, where he was an Edward S. Mason Fellow. He also holds a Bachelor of Laws from the Ghana Institute of Management and Public Administration and a First Class Honours degree in Political Science from the University of Ghana. Mr. Kombat is a member of the Ghana Bar and holds a Qualifying Certificate in Law from the Ghana School of Law.
Further underscoring his diverse expertise, he is a Partner at BidzakinKombat Chambers, a private law firm, and a licensed stock analyst with the Ghana Stock Exchange. This multifaceted background informs his strategic direction for TOR.
Broader Industry Impact
The revitalization efforts at TOR, spearheaded by Mr. Kombat, are crucial for Ghana’s energy security and economic stability. A functional and efficient refinery reduces reliance on imported refined petroleum products, potentially stabilizing fuel prices and conserving foreign exchange.
The successful acquisition of the large crude oil cargo demonstrates the renewed operational capacity and strategic partnerships being forged under the current leadership. These developments signal a positive shift for a refinery that has historically faced operational hurdles.
Future Outlook and What to Watch
The recent award and the successful crude oil delivery set a promising precedent for TOR’s future. Stakeholders will be closely watching the refinery’s continued operational performance, its ability to consistently meet national demand, and its contribution to Ghana’s energy independence goals. Further strategic investments and operational efficiencies are anticipated as Mr. Kombat continues to steer the refinery towards sustained success.
