Ghana Establishes Value for Money Office to Enhance Public Spending Accountability

Accra, Ghana – The government of Ghana has officially established a Value for Money (VfM) Office, following President John Dramani Mahama’s assent to the Value for Money Office Bill on Monday, May 11. This new entity will scrutinize all major public contracts exceeding a specified financial threshold, aiming to ensure efficiency, accountability, and optimal value for every unit of public funds spent, moving beyond just single-source procurement reviews.

Broader Scope of Scrutiny

Contrary to initial interpretations that the new office would solely focus on single-source procurements, the Ministry of Finance clarified its broader mandate. Frederick Amissah, Technical Advisor at the Ministry, explained that the VfM Office will act as a comprehensive quality assurance mechanism for public spending.

All public contracts meeting an estimated threshold of $10 million will now require a VfM certificate before they can be approved. This ensures that a wide array of significant public expenditures are subject to rigorous value assessment.

While single-source procurements will still undergo this mandatory certification process, the initiative’s scope is significantly wider, encompassing all substantial contracts regardless of their procurement method.

Ensuring Every Cedi Delivers Value

The core objective of the Value for Money Office is to guarantee that public funds translate into tangible benefits. “It is to ensure that every cedi we spend represents real value in goods and services,” stated Mr. Amissah.

This reform directly addresses concerns about public expenditure that has not yielded commensurate improvements in infrastructure or essential services. The aim is to prevent situations where large sums are disbursed without delivering proportional quality or impact.

Complementing Existing Structures

The introduction of the VfM Office is designed to work in tandem with existing regulatory bodies. The Public Procurement Authority (PPA) will continue its role in overseeing compliance with procurement rules.

The VfM Office, however, will provide an additional layer of scrutiny by evaluating whether the prices proposed in contracts represent the best possible value achievable in the market. This dual approach strengthens the overall public procurement framework.

Leveraging Technology for Transparency

In line with modernizing public financial management, the reforms will be integrated into the Ghana Electronic Procurement System (GHANEPS). This integration is expected to enhance transparency throughout the procurement process.

By digitizing and streamlining procedures, the system aims to reduce opportunities for procedural irregularities and potential corruption, thereby bolstering public trust.

Finance Minister Dr. Cassiel Ato Forson hailed the assent of the Value for Money Office Bill as a significant milestone. He emphasized that the move is crucial in the government’s ongoing efforts to curb inflated public sector contracts and control rising public expenditure.
