Officials from the Ghana Sports Fund officially unveiled an ambitious roadmap in Kumasi this week, outlining a comprehensive strategy to transform sports development across Ghana. The plan centers on sustainable financing, grassroots talent nurturing, infrastructure enhancement, and transparent governance, aiming to address long-standing challenges within the nation’s sports sector.
Foundation and Governance
The Ghana Sports Fund was established following the parliamentary passage of its enabling Bill in December of last year, receiving Presidential assent the same month. By January of this year, the operational framework began to solidify with the appointment of an 11-member governing board. This board is chaired by Professor Koryoe Anim-Wright and includes representatives from key government ministries such as Finance, Local Government, and the Ministry responsible for Sports, alongside Members of Parliament and independent professionals.
The Fund’s core mandate, as explained by Administrator Dr. David Kofi Wuaku, is to mobilize financial resources, establish a robust and sustainable management system, and ensure equitable distribution of funds to support sports development nationwide.
Addressing Funding Gaps
Dr. Wuaku highlighted the significant funding challenges faced by Ghana’s numerous sporting federations and associations, numbering not less than 58. Many of these bodies grapple with inadequate financial support and limited infrastructure, hindering their ability to thrive and develop athletes.
The Fund aims to draw from diverse revenue streams as stipulated by law. These include annual government budgetary allocations, proceeds from the Gaming Commission, sports lottery initiatives, athlete transfer percentages, contributions from beverage advertisements, sponsorship deductions, and donations from corporate entities and individuals. This multi-pronged approach seeks to create a stable and predictable financial base for sports initiatives.
Grassroots Focus and Infrastructure Improvement
A key pillar of the new strategy is the focus on grassroots sports development. The Fund plans to actively identify talented young athletes within schools and communities, providing them with the necessary resources to cultivate their potential. Dr. Wuaku expressed concern over the current state of sporting facilities in some educational institutions, citing an instance where students performing high jump lacked proper landing equipment, resorting to ordinary mattresses.
The Ghana Sports Fund intends to bridge these critical infrastructural gaps as resources become available. This commitment underscores a vision of sports development that extends beyond elite competition to encompass foundational support for emerging talent.

Deputy Administrator Lawyer Simon Appiah Junior assured that the Fund would maintain close ties with the realities on the ground. Continuous engagement with schools, communities, sporting institutions, and grassroots programs is planned to gain a deep understanding of their challenges and needs. “We are not going to sit back and do the work from afar. We are going to touch and understand what is happening on the ground,” he stated.
