Accra’s Uncoordinated Growth Fuels Urban Challenges, Expert Warns

Accra’s rapid and often chaotic expansion is a direct result of uncoordinated urban planning models, leading to significant congestion and infrastructure strain, according to Dr. David Ofosu-Dorte, Senior Partner at AB & David Law Africa. He made these remarks at the JoyNews Amalgam of Professional Bodies Speaker Series focused on managing cities for economic development.

A Complex Urban Tapestry

Dr. Ofosu-Dorte explained that cities typically develop following distinct patterns: radial, where growth expands outwards from a central point; grid, characterized by intersecting streets forming a network; and linear, where development follows a route like a highway.

Accra, however, presents a unique and problematic combination of all three, but without a unifying, structured approach. This amalgamation of development styles, lacking coherent spatial planning, is a primary driver of the city’s persistent traffic congestion and overburdened infrastructure.

Development Patterns in Contrast

He highlighted specific areas within Accra that exemplify these different growth patterns. James Town, for instance, showcases the characteristics of radial development. In contrast, planned communities like Tema demonstrate a clear grid system.

Furthermore, the expansion along major transport arteries illustrates linear growth. The issue, Dr. Ofosu-Dorte stressed, is not the presence of these patterns, but their unstructured and unaligned integration within the city’s overall development strategy.

The Cost of Misalignment

The mismatch between formal planning systems and the actual, often organic, development patterns has created a complex web of challenges. Congestion along major transport corridors is a highly visible consequence, impacting daily commutes and economic productivity.

This lack of a cohesive spatial plan means that infrastructure development often struggles to keep pace with or adequately serve the expanding population and economic activities. Essential services such as water, sanitation, and power face immense pressure.

Speaking at the professional bodies’ series, Dr. Ofosu-Dorte emphasized that effective urban management is crucial for economic development. Cities are engines of growth, but only when their expansion is guided by strategic and coordinated planning.

The current situation in Accra, where different growth models coexist without a master plan to harmonize them, hinders efficient resource allocation and sustainable urban living. This unstructured growth can also exacerbate social inequalities, as informal settlements often arise in areas lacking adequate planning and services.
