President Cyril Ramaphosa was scheduled to address South Africans on Monday evening following a significant development in the “Farmgate” scandal, which has seen impeachment proceedings against him revived by the country’s Constitutional Court. The televised address, announced by Ramaphosa’s office, comes after the court invalidated a previous parliamentary vote that had blocked impeachment inquiries, mandating the establishment of a committee to further investigate allegations stemming from a 2020 theft of foreign currency from his game farm.
Scandal Re-emerges After Court Ruling
The “Farmgate” scandal, which erupted in 2022, centers on allegations that thieves stole bundles of foreign cash, reportedly ranging from $580,000 to over $4 million, from a sofa at Ramaphosa’s Phala Phala game farm. This incident poses a significant challenge to Ramaphosa, who ascended to power in 2018 with a mandate to combat corruption and reform the image of the ruling African National Congress (ANC). The Constitutional Court’s ruling on Friday has reopened the door for parliamentary scrutiny, demanding a fresh look at the circumstances surrounding the theft and the source of the large sum of cash.
Ramaphosa has consistently denied any wrongdoing, asserting that the money was proceeds from legitimate sales of buffaloes. He has stated his respect for the court’s judgment. A previous investigation by the central bank found no contravention of exchange control regulations by the President.
Parliamentary Maneuvers and Political Future
The ANC’s National Executive Committee is set to convene for a special meeting on Tuesday to deliberate on the party’s course of action following the court’s decision. While the ANC’s national chairperson, Gwede Mantashe, has indicated that Ramaphosa is not planning to resign, political analysts anticipate the President will use his address to defend his position and legacy.
Independent analyst Daniel Silke suggested that Ramaphosa would likely aim to “fight these accusations and potentially see out his term, more or less,” as his presidential term is due to conclude in 2029. However, the path forward involves complex political calculations. An impeachment vote requires a two-thirds majority in the National Assembly. Although the ANC lost its parliamentary majority in the 2024 elections, it still holds approximately 40% of the seats.
Adding to the political pressure, former president Jacob Zuma’s party, uMkhonto weSizwe, has formally requested a vote of no confidence against Ramaphosa. This motion, requiring only a simple majority to pass, is also seen by analysts as unlikely to succeed, given the expected support for Ramaphosa from the majority of ANC lawmakers and key coalition partners, such as the Democratic Alliance.
Questions Surrounding the Cash and its Declaration
The core of the scandal revolves around how Ramaphosa acquired such a substantial amount of cash, whether it was properly declared to authorities, and the unusual decision to keep it stored in furniture rather than a bank. Ramaphosa, a prominent businessman before entering politics, has maintained the funds were from livestock sales. The central bank’s review did not find violations of exchange control rules, but questions persist regarding the full transparency and handling of the funds.
Implications for Governance and Public Trust
The revival of impeachment proceedings casts a shadow over Ramaphosa’s administration and his ongoing efforts to position South Africa as a stable and trustworthy investment destination. The scandal has fueled public debate about accountability and the integrity of leadership, particularly given Ramaphosa’s anti-corruption platform.
For the ANC, the situation presents a critical juncture as the party grapples with its diminished parliamentary majority and internal dynamics. The outcome of the upcoming committee probe and any subsequent parliamentary votes will have significant implications for the stability of the current government and the political landscape leading up to future elections. The public will be closely watching how Ramaphosa navigates these accusations and what measures are taken to ensure transparency and accountability in the highest echelons of power.
Moving forward, attention will be focused on the composition and findings of the impeachment committee, the ANC’s internal deliberations, and the potential responses from opposition parties. The President’s address is expected to set the tone for his defense and outline his strategy for confronting these renewed challenges to his leadership.
