Top International Engineering (GH) Limited has formally responded to criticism from Ghana’s Minister for Roads and Highways, Kwame Governs Agbodza, regarding significant delays on the Enchi–Elubo Road project. The company issued a statement on Wednesday, May 13, assuring the government and the public of its commitment to completing the 71.25-kilometre infrastructure project, following a directive from the Minister for the contractor to appear before the Ghana Highway Authority within one week.
Ministerial Concerns Over Project Progress
The situation escalated following an inspection tour by Minister Agbodza on Tuesday, May 12. During the tour, the Minister expressed profound disappointment with the project’s pace, noting that only approximately 5% of the work had been completed since the project’s commencement on December 1, 2025. This slow progress prompted the directive for the contractor to meet with the Ghana Highway Authority.
Minister Agbodza indicated that the government might have considered terminating the contract had it not been for a substantial mobilization payment already disbursed to the contractor. He revealed that Top International Engineering had received an advance mobilization payment amounting to GH¢80.2 million. This financial commitment necessitates that the government follow established contractual and administrative procedures before contemplating further actions.
Contractor’s Reassurance and Commitment
In its official response, Top International Engineering acknowledged the Minister’s concerns and expressed gratitude for the ongoing oversight from the Ministry of Roads and Highways and the Ghana Highway Authority. The company stated its appreciation for their guidance and engagement in ensuring the project’s successful execution.
“As a responsible contractor committed to national development, the company appreciates the continued oversight, guidance, and engagement of the Ministry of Roads and Highways and the Ghana Highway Authority in ensuring the successful execution of this important infrastructure project,” the statement read.
The company pledged its full cooperation to address any challenges and to accelerate the project’s progress. They emphasized their willingness to engage constructively with the Minister and all relevant authorities to discuss practical measures for speeding up work on site.
Strategic Importance of the Enchi–Elubo Corridor
Top International Engineering highlighted the strategic significance of the Enchi–Elubo corridor. The contractor described it as crucial for economic activity, regional trade, and the efficient movement of people and goods within the Western Region and its adjacent areas.
The company reiterated its commitment to delivering quality work that aligns with contractual obligations and meets national expectations for such vital infrastructure.
Contractor Defends Track Record and Acknowledges Support
To underscore its capability and commitment to quality, the company referenced its past work on the 56-kilometre Asankragwa–Enchi Highway. They noted that this project, completed over 15 years ago, continues to serve the public effectively without significant quality issues, reflecting their long-standing dedication to durable road infrastructure.
Top International Engineering also acknowledged the government’s support through the mobilization arrangements. They stated their intent to continue close collaboration with the Ministry, the Ghana Highway Authority, consultants, local authorities, and community stakeholders to enhance operational efficiency and meet project timelines.
Upcoming Engagement with Authorities
The company confirmed its intention to honor the directive to appear before the Ghana Highway Authority. They expressed anticipation for constructive discussions aimed at strengthening coordination and ensuring the successful completion of the Enchi–Elubo Road project.
