Accra, Ghana – At the 20th Anniversary launch of the National Identification Authority (NIA) in Accra, the Minister for Interior, Mohammed Muntaka Mubarak, declared the Ghana Card a critical national asset, transforming from a simple identification document into a vital tool for national development, security, and economic participation. The digital biometric identity system has become indispensable for accessing key services and ensuring national progress.
The Journey and Transformation of the Ghana Card
The Ghana Card’s evolution was marked by a challenging journey, as highlighted by Minister Mubarak. Initial stages faced uncertainty and limited resources, but determination and strategic planning laid a robust foundation. Today, the card’s significance extends far beyond its original purpose.
“When we began this journey, the road was fraught with uncertainty, resources were limited, and expectations were high. Yet through determination and foresight, a solid foundation was laid. Today, the Ghana Card transcends its role as a mere identification document,” stated Minister Mubarak.
A Gateway to Services and Economic Inclusion
The Ghana Card now serves as a crucial gateway, unlocking access to essential services for citizens. It is a prerequisite for financial transactions, telecommunications, and numerous public services.
The Bank of Ghana mandated the Ghana Card as the sole acceptable identification for all banking transactions in 2022. This move aims to enhance financial inclusion and security within the banking sector.
Similarly, the telecommunications industry requires the Ghana Card for registering new SIM cards and accessing services. This unified identification system streamlines processes and combats fraud.
Enhancing National Security and Combating Fraud
Beyond economic and service access, the Ghana Card plays a pivotal role in national security and administrative efficiency. Its integration into public sector systems has significantly reduced fraud.
In 2021, the Controller and Accountant General Department (CAGD) directed all public sector workers to register with the Ghana Card. This initiative aimed to authenticate workers and prevent payroll fraud by integrating the national identification database with the government’s payroll system.
Global Recognition and Travel Facilitation
The Ghana Card has achieved international recognition, further solidifying its status as a critical national asset. In 2022, it was officially recognized as an e-passport by the International Civil Aviation Organisation (ICAO).
This global acceptance means the Ghana Card can be used as a travel document worldwide. The NIA’s Executive Director, Yayra Koku, confirmed its acceptance at over 44,000 international airports, simplifying international travel for Ghanaians.
Future Priorities for the National Identification System
Minister Mubarak outlined three key priority areas to further strengthen the national identification system. These focus on universal coverage, system integrity, and continuous innovation.
The first priority is achieving universal coverage, ensuring that every Ghanaian, regardless of location or circumstance, is registered and benefits from the system. This aims to leave no citizen behind in the digital transformation.
Secondly, safeguarding the integrity and security of the system and its data is paramount. Robust measures will be implemented to protect sensitive personal information and maintain public trust.
Finally, continuous innovation is essential to ensure the Ghana Card system evolves alongside technological advancements and national aspirations. This includes exploring new applications and functionalities for the card.
Building a national identity system is an ongoing journey that must adapt to the changing needs of the people, the economy, and the nation’s future goals.
