Volta Region Boosts Project Oversight Amidst Parliamentary Scrutiny

Volta Regional Minister James Gunu has assured the Public Accounts Committee (PAC) of Parliament that enhanced measures are being implemented to strengthen the supervision and timely completion of government projects across the region. This commitment comes in response to concerns raised during a PAC sitting in Ada regarding delays and administrative shortcomings by Municipal and District Assemblies (MDAs).

Addressing Project Delays and Administrative Lapses

Minister Gunu acknowledged that delays in project execution often stem from slow administrative processes and the failure of some officials to promptly address critical issues. He emphasized the need to confront these challenges directly, stating that matters requiring immediate attention are sometimes left unattended, leading to more significant problems for the MDAs.

The Volta Regional Coordinating Council (VRCC) is actively reinforcing its monitoring and evaluation systems. This initiative aims to ensure more effective oversight of projects managed by various MDAs within the region.

Enhanced supervision and consistent monitoring are expected to prevent future infractions and significantly improve the overall delivery of government projects. Minister Gunu recalled his previous commendation by the PAC in 2014 for his performance and commitment to accountability during his tenure as a District Chief Executive, indicating that past experiences inform current governance improvements.

Presidential Directives on Project Initiation and Contractor Capacity

Minister Gunu highlighted recent directives from President John Mahama aimed at eradicating abandoned government projects. A key policy is that projects should only commence after securing adequate funding and official authorization. This directive means that projects lacking proper budgetary allocation or approval from the Ministry of Finance are not to be initiated.

Furthermore, the President has stressed the importance of thoroughly assessing contractors’ capabilities before awarding contracts. This ensures that only competent firms with the necessary expertise and resources undertake government projects. Contractors are expected to commit to projects only if they possess the capacity to deliver them effectively and on schedule.

Strengthening Accountability and Project Management

Effective supervision at both the MDA and Regional Coordinating Council levels is deemed critical for ensuring the quality and timely completion of projects. The VRCC considers monitoring and supervision a core mandate and has pledged its commitment to bolstering accountability and refining project management practices throughout the Volta Region.

These assurances were given as the Minister addressed concerns raised against several MDAs in the region. These assemblies had been cited for various infractions by auditors and were subsequently summoned to appear before the PAC.
