A senior political analyst has challenged the assertion by the National Democratic Congress (NDC) Chairman, Johnson Asiedu Nketiah, that a strategic reshuffling of parliamentary leadership significantly contributed to the party’s 2024 electoral victory. Dr. Jonathan Asante Otchere, Executive Director of the African Institute of Strategic Studies, stated that while the changes were intended to bolster the party, attributing the landslide win solely or primarily to this move is an overstatement.

Background of the Reshuffle

The NDC undertook a significant change in its parliamentary leadership in January 2023. This restructuring saw the replacement of the then Minority leadership team, led by Haruna Iddrisu. The party officially described these changes as part of a broader exercise to strengthen its position ahead of the upcoming general elections.

Key appointments following the reshuffle included Dr. Cassiel Ato Forson taking over as Minority Leader from Haruna Iddrisu. Emmanuel Armah-Kofi Buah was appointed as the Deputy Minority Leader, succeeding James Klutse Avedzi. Kwame Agbodza assumed the role of Minority Whip, with Ahmed Ibrahim and Comfort Doyoe Ghansah becoming First and Second Deputy Whips, respectively.

Challenging the Narrative

Speaking on JoyNews’ The Pulse program on Monday, May 25, Dr. Asante Otchere voiced his disagreement with Mr. Asiedu Nketiah’s claims. He argued that the impact of the parliamentary reshuffle on the presidential election outcome might be exaggerated.

Dr. Asante Otchere pointed out that the individuals involved in the parliamentary leadership changes were not the party’s presidential candidate. Consequently, their direct influence on the ultimate decision of voters concerning the presidency might have been limited.

“Changing or doing a reshuffle in parliament was not flagbearership. You cannot in any way suggest that thing (the reshuffle) led to the massive win of the NDC. I think that one is an overreach,” Dr. Asante Otchere stated during the broadcast.

Alternative Factors for Victory

The analyst suggested that attributing the NDC’s substantial electoral success primarily to the parliamentary reshuffle is difficult to substantiate. He implied that other, more significant factors likely played a more decisive role in shaping the electoral results.

While not specifying these other factors, the implication is that broader national issues, economic conditions, campaign strategies, or public sentiment towards the incumbent government were more influential. The reshuffle, in this view, was a tactical move within Parliament rather than a driver of national electoral preference.
