Virginia State Police arrested and charged Jing S Dong, the driver of a tour bus involved in a fatal multi-vehicle collision on Interstate 95 on Friday morning. Dong faces two counts of involuntary manslaughter, with additional charges pending, following an incident that killed at least five people and injured dozens more near a work zone.
Investigation Details Emerge
The crash occurred when Dong allegedly “failed to slow for traffic” while approaching a work zone on I-95. According to Virginia prosecutor Eric Olsen, evidence suggests the tour bus was traveling at a “high rate of speed” before striking a Chevrolet Suburban. This initial impact triggered a devastating chain reaction, involving at least eight vehicles and igniting one car.
Olsen stated there is sufficient evidence to indicate Dong was operating the vehicle in a “criminally negligent manner.” The investigation remains ongoing, but preliminary findings point to a catastrophic failure to reduce speed for the altered traffic conditions in the work zone.
Victims Identified, Families Devastated
Among the five confirmed fatalities were members of a family from Greenfield, Massachusetts, who were en route to a wedding in South Carolina. The victims have been identified as Dmitri Doncev, his wife Ecaterina, their daughter Emily, and son Mark. Another victim, 25-year-old Priscilla Mafalda, was a passenger in the Suburban that was initially struck by the bus.
The E&P Travel bus was traveling from New York to North Carolina when the collision occurred. The tragic event sent approximately 44 individuals to area hospitals, with three sustaining critical injuries, according to state police reports.

Jing S Dong, who also sustained injuries in the crash, was arrested on Saturday while hospitalized and served with felony warrants. Each count of involuntary manslaughter carries a potential maximum penalty of 10 years imprisonment.
