Government spokesperson Felix Kwakye Ofosu stated on Monday that Ghana’s Ministry of Defence is operating effectively and remains in “safe hands” despite the ongoing absence of a substantive minister. This assertion comes months after President John Mahama indicated an appointment would be made, addressing concerns about potential operational disruptions and the nation’s defence architecture.
Context of the Vacancy
The leadership position at the Ministry of Defence has been vacant for an extended period, creating an unusual situation within a key security sector. President Mahama had previously suggested that a new minister would be appointed following the Christmas holidays, a timeline that has since passed without a formal announcement.
Government’s Stance on Ministry Operations
Speaking on JoyNews’ PM Express, Mr. Kwakye Ofosu insisted that government operations and Ghana’s defence framework have not experienced any setbacks. He emphasized that the ministry has continued to function smoothly under the current arrangement, with no perceived lapses in its critical functions.
He noted that the decision to appoint a new minister rests solely with the President. “Any day that the president communicates to me that he has appointed a defence minister, I’ll make it known to you,” Mr. Kwakye Ofosu stated when pressed about the delay.
Evidence of Improvement and Efficiency
Mr. Kwakye Ofosu highlighted ongoing efforts to retool and equip the military as evidence of positive developments within the sector. These include the acquisition of additional firepower and general equipment upgrades, which he indicated are progressing well.
Furthermore, he suggested that the acting leadership arrangement, with the Finance Minister also overseeing the Defence Ministry, might have streamlined funding and procurement processes. “Perhaps it helps that the man who has to bankroll (Dr. Ato Forson) is also the one who is in the acting capacity at the Defence Ministry. So everything is on track,” he observed.
Addressing Concerns About Stability
When questioned further about the prolonged delay in nominating a new minister, Mr. Kwakye Ofosu reiterated his confidence in the current leadership. He dismissed concerns about instability, stressing that the ministry remains under experienced guidance and operates without disruption.
He concluded by reaffirming that the President would make an appointment when he deems it necessary. “As of when the President deems it necessary to do so, he would do so,” he added.
