President John Mahama announced on [Date of Announcement – assumed recent] that Ghana has secured a $300 million facility from the World Bank to upgrade 50 senior high schools nationwide. This significant investment, part of the Transformative Secondary Education for Access, Results and Relevance for Jobs (STARR-J) project, aims to enhance both access and quality in secondary education and targets the complete elimination of the Double Track system by 2027.
Context: The Double Track System and Educational Challenges
The Double Track system was introduced in Ghana’s senior high schools as a measure to address overcrowding and limited infrastructure. It divides students into two tracks, with one group attending school while the other is at home. While it has allowed more students to access secondary education, it has also raised concerns about reduced contact hours, potential learning loss, and strain on resources. This new initiative directly addresses these long-standing issues.
STARR-J Project Details and Goals
The STARR-J project represents a strategic effort to transform the secondary education landscape. Under this program, 30 Category C senior high schools will be upgraded to Category B status, and 20 Category B schools will be elevated to Category A. This infrastructural enhancement is coupled with a broader vision.
