Ghana’s Exemplary Refugee Policy Praised by UNHCR, Fostering Integration and Self-Reliance

Ghana’s steadfast commitment to refugee protection and integration has earned high praise from the United Nations High Commissioner for Refugees (UNHCR). A recent visit by Andrew Wyllie, Deputy Director for West and Central Africa at UNHCR, to Accra underscored the strong partnership between Ghana and the international body, highlighting the nation’s adherence to global standards in managing displaced populations.

During a courtesy call on the Minister for the Interior, Muntaka Mohammed-Mubarak, Mr. Wyllie commended Ghana’s asylum system, noting its alignment with UNHCR policies. This recognition signifies Ghana’s consistent efforts in providing a safe haven for those fleeing conflict and persecution. The UNHCR official reaffirmed the agency’s dedication to strengthening its collaboration with the Ghanaian government, emphasizing a shared goal to enhance the asylum system and jointly mobilize projects that benefit refugees and host communities.

Deepening Partnership for Refugee Support

The dialogue between UNHCR and the Ghanaian government focused on practical steps to improve the lives of refugees. “UNHCR and Ghana will work together to continue with the asylum system and will be partners to mobilise projects,” stated Mr. Wyllie, signaling a proactive approach to addressing the evolving needs of displaced individuals. This collaborative spirit is crucial for developing sustainable solutions that go beyond immediate relief.

Emphasis on Integration and Self-Reliance

A key theme of the discussion was the importance of integrating refugees into the fabric of Ghanaian society. Mr. Wyllie specifically called for enhanced access to essential services such as education and employment, alongside opportunities for skills development and income-generating activities. This focus on integration aims to empower refugees, enabling them to contribute meaningfully to their new communities and achieve self-sufficiency.

Ghana Refugee Agribusiness Sustainable Programme: A Model Initiative

The UNHCR representative singled out the Ghana Refugee Agribusiness Sustainable Programme for particular commendation. He described it as a leading example of how to foster self-reliance and resilience among both refugees and the communities that host them. This programme embodies a shared vision that transcends mere dependency, moving towards a future where refugees can achieve dignified livelihoods and contribute to economic development. It serves as a testament to Ghana’s innovative approach to refugee management.

Ghana’s Pan-African Values and Commitment to Asylum Seekers

Responding to the UNHCR’s commendations, Minister Muntaka Mohammed-Mubarak reiterated Ghana’s deeply ingrained Pan-African values. He underscored the nation’s long-standing tradition of offering refuge and assistance to those in need. “In helping others, we know we cannot give what we don’t have, but Ghana will continue to do its best and extend the necessary courtesies to asylum seekers,” he affirmed, highlighting a pragmatic yet compassionate approach.

Navigating Challenges and Future Considerations

The Minister also acknowledged the inherent challenges associated with managing an increasing number of migrants. He indicated that authorities are actively exploring various options, including the potential regularization of eligible individuals as refugees or the facilitation of voluntary repatriation for those who wish to return to their home countries. This forward-thinking strategy demonstrates Ghana’s commitment to responsible and humane migration management, balancing national interests with international obligations.

The visit concluded with expressions of appreciation from both sides, reinforcing the strong foundation of trust and cooperation between Ghana and UNHCR. The ongoing dialogue and shared commitment to refugee welfare promise continued progress in creating supportive environments where displaced persons can rebuild their lives with dignity and hope.
