NHIA Launches ‘STORM’ Initiative for Free NHIS Registration to Boost Universal Health Coverage

The National Health Insurance Authority (NHIA) has initiated a nationwide campaign, dubbed the STORM Initiative, offering free registration and renewal for the National Health Insurance Scheme (NHIS). This drive, running from April 15 to May 31, 2026, aims to significantly advance Universal Health Coverage in Ghana by removing financial barriers to healthcare access.

Nationwide Campaign Aims to Expand NHIS Reach

The STORM Initiative, announced by NHIA Chief Executive Officer Dr Victor Asare Bampoe at a press briefing in Accra, represents a historic move. For the first time, both registration and renewal fees, along with the standard one-month waiting period for new and returning members, are being waived simultaneously.

To achieve widespread participation, the NHIA is mobilizing its staff across all districts. These teams will conduct registration drives in various community settings, including markets, religious institutions, transport hubs, schools, workplaces, and rural areas. The goal is to ensure every Ghanaian has the opportunity to enroll or renew their NHIS membership without cost.

NHIS as a Cornerstone for Universal Health Coverage

Dr. Bampoe emphasized the NHIS’s critical role as Ghana’s primary mechanism for achieving Universal Health Coverage. The scheme is designed to enable citizens to access healthcare services without facing financial hardship.

This campaign is strategically linked to the Government’s Free Primary Healthcare Programme, which President John Dramani Mahama launched on April 15, 2026. Initially targeting 150 underserved districts, the programme is slated for nationwide expansion by 2028.

Free Primary Healthcare and NHIS Integration

The Free Primary Healthcare Programme encompasses essential services such as routine screenings for common non-communicable diseases like hypertension, diabetes, and cancer. It also includes maternal and child healthcare, immunisation, treatment for common illnesses, health education, and household outreach services.

To benefit from these services and for continuity of care, individuals will need to present either their Ghana Card or an active NHIS card for identification. Dr. Bampoe clarified that while the Free Primary Healthcare Programme covers frontline services, NHIS membership is crucial for accessing referrals to higher-level medical facilities.
