The National Information Technology Agency (NITA) is navigating public confusion surrounding the development of its proposed Bill, attributing the misunderstandings to a novel and exploratory consultation process. Acting Director-General Ing. Dr Mark-Oliver Kevor clarified that extensive stakeholder engagement from the outset, while intended to strengthen the policy, has led to public misinterpretations regarding the bill’s status and content.
A Unique Consultation Journey
NITA adopted an unconventional approach, initiating engagement with industry players, regulators, and other stakeholders early in the policy formulation stage, prior to formal legislative drafting. This method, lauded for its inclusivity, aimed to gather diverse perspectives. However, Dr. Kevor explained that not all suggestions could be integrated into the final proposal, as the process requires balancing competing interests and synthesizing a multitude of inputs.
